____There are many branches, bureaus, and businesses housed within and beneath the Tempest Spire. They come and go, changing names and faces as the ages pass.

____All, that is, save the Reclamation Bureau, headed by Commander Mirshann.

____Any of the dragons who came on board with her are long gone. There is no one still in Bureau who remembers where she came from but the rumors abound. Some say she originated in clan of vicious, desert nomads. Others say that she used to lead a small clan on the border between lightning and fire, until she drove all of her people away with her harsh temperament. But the most popular opinion is that she was the protégé of one of those ancient and honored first dragons to settle at the Tempest Spire, and that she learned her exacting standards by from one of Stormcatcher's chosen in those first days when the gods were closer.

____The Bureau started with a special dispensation from Stormcatcher himself. Their mission? To make sure dangerous artifacts didn't end up in the wrong dragon's claws. Mirshann was its first, and to date only, leader.
____Her Bureau has a remarkable success rate, owing to Mirshann's infamous intolerance of failure. Agents and thieves alike are terrified when she takes to the field herself. New recruits to the Bureau are often put onto missions right away, supervised by a veteran agent. However, with recent budget cuts, several new recruits have been sent on solo missions.

WU4t5kI.png 		____While Mirshann regrets having to send newcomers through a trial by fire, she does appreciate the excuses to go out in the field herself. It's been so long since she had the chance to stretch her wings and hunt down criminals.
____And the Shifting Emporium is full of artifacts that need to be reclaimed.
