The surprisingly charming and equally dangerous mayor of Goodneighbour, a town of outcasts with no home or future and figures with questionable morals.

Estranged from his brother, the mayor of Diamond City who banished all ghouls from the safe walls of the 'Great Green Jewel', resulting in the deaths of numerous innocent, he left home and eventually caused his own intentional ghoulification through a chem, as he just couldn't stand his own face anymore.

Once a homeless difter in Goodneighbour himself, he got fed up with the arbitrary violence the less fortunate had to suffer under the previous regency, so he rounded up a militia and disposed of them in a quite insightly massacre.

Hancock is a guy you don't want to cross. He has a very distinctive moral code: friendly and loyal to those who treat him with respect, protective of the innocent, and punitive of those that are not. Death is an acceptable punishment for anyone that did wrong, no matter the weight of their guilt.
