If you're a criminal, Bernardo Carpio is one of those names you want to flee from as fast as possible. This Earth-native Coatl is a no-nonsense kind of dragon. He takes his role as the clan's only sheriff very seriously. He spends his days patrolling the perimeter of the territory and answering calls of criminal activity. His tendency towards violence and zero-tolerance policy for crime even makes would-be shoplifters think twice before making a move.

Bernardo wasn't always this way; he once was known to forgive people who have done wrong and hear them out. Everything changed when a ragtag group of Marens set up a trading post near the edge of the territory. They insisted they were merely trying to trade goods with them, so Bernardo left them alone. Several days later, a half-dozen dragons who had traded to obtain Maren trinkets had fallen ill. It turned out that the trinkets had been soaked in the Marens' toxic blood; touching with bare claws put one at risk of dangerous, even fatal neurological problems. The last Bernardo saw of the Marens, he found a scout checking if the clan had weakened enough for the rest of her group to invade and conquer the dragons. Bernardo captured her and put her to death on the spot.

Bernardo often finds himself appalled by the brazenness of those who try to cause harm to his clan. Every day he wonders if going by the clan's Rule of Law policy is the best choice: trials, judges, sentences, a general aversion to executions. Although he knows he's supposed to round up the criminals and bring them in for questioning and a trial, he more often than not takes matters into his own hands and deals with them Bernardo-style. At the end of each day (especially days that are notably difficult or busy), he seeks out his Earth-born ambassador buddies, Arcas and Qaus. They sit together outside under the rising moon, passing around a sack of fresh oysters to munch on in their comfortable silence, aside from a few gruff grunts and grumbles of conversation.
