Meles is a government worker, though not technically. She a scout to make sure the Isles is cleared to fly over their intended route but is also the unofficial manager of contraband imports. She is often at the docks consulting customs officials and the merchants themselves, and most interactions seem to end with her sending one of her employees to gather up goods that most certainly wouldn't have passed customs without her interference. She also is responsible for many of these crates, as she acts as a proxy merchant for her mate Sugar's illegal concoctions.
