Friends, games, magic, what?! Chaos .. Party!
Hullabaloo is, while chaotic, hyperactive and unpredictable, also a prolific adept at magical arts (and creating party decorations on a flick of his neck wings). Never staying still, Hullabaloo isn't much different from many art-loving faes, but he has a strange fondness for finding the best way to impress each breed of dragons. While not speaking a lot, he makes up for conversations and speeches by creating holograms of his thoughts and feelings.

But there is a side to Hullabaloo that makes him even more unique. He's an orphan (nobody even knows who his parents were, if there were any) and he simply appeared out of thin air, speeding through landscapes, bringing joy to all. Through his years he has always been welcome anywhere he goes, and his name was given by the first group of dragons he encountered, some traveling imperials who were absolutely dazzled by this small, constantly moving thing that created hovering pictures on the horizon before greeting them with a mysterious smile and a life-like hologram of a dancing imperial.

There would still be so much to see in the world for this intriguing creature, but he does long for a home. Some place where his friends would stay and would always be alive, not just holograms of his past encounters. He could play games with them every day, get inspiration for his works of art and attend parties, maybe even get some peace of mind. But even then ... he wouldn't stay motionless for a second!
