Rotsire is more interested in mechanical altering than making others sick or mutated.

In general, he regrets nothing, but when something goes particularly bad with a test subject, he'll feel guilty and try to make amends: often by attempting to bionically enhance whatever part of the subject he damaged. It's just his idea of kindness.
