Scott is a busybody street dweller who works in one of the many courtyard shoppes at the Stardust Terrace. He sells all sorts of items, but mostly technology, trinkets, gemstones, and various garments. Much of what he sells was made in the Terrace by one of its artisans (a fact he loves to advertise to customers) but some were also traded for and have passed through the claws of many dragons before arriving in Scott's money-seeking clutches.

Scott is an immigrant from the lightning region, pushed out due to his distaste for factory work and lack of aptitude for robotics. Feeling so "unskilled" he has developed a bit of a complex about it. He tries to assuage by buying lots of items (only to end up selling half of them when he runs out of space) and splurging on all sorts of "fancy things" such as high-class restaurants.
