He is the Windflower clan's best kite maker, and has taught the art to clans all over Sornieth. He is well liked and often describes as mild, gentle, creative and fun.
He travels the world as he sees fit, and is a true wind dragon. His companion and familiar is his beloved peace dove Leah. They are never far apart.
Due to this, his Mistral Jamboree guide is a scrapbook that he sees to when he is home a few times each year. The scrapbook is protected from weather with a spell.

A rather thick scrapbook lies open on a pedestal outside the house of the Wind ambassador. It's open on the very first page, which reads in a delicate hand: This is the Mistral Jamboree Journal, and contain everything about the Mistral Jamboree and its items, when they were were last available, which items can be found in Joxar's Spare Inventory Crates and all the rest you might have come here to know. If you did not find what you were looking for, please make your request on a sheet from the envelope under this journal, and slip it trough my door. I'll get to it once I am home.
You start to slowly go trough the journal. It is filled with decorative borders and small stickers from various places and times. Judging from the dates, the owner is very old. You decide to read on.
First of all, this holiday is in the end of March and the holiday currency is Messengers Scrolls. You find them by gathering in Wind territory. We recommend digging in Wind because that also gives you the nice chance of finding festival chests which contain some of this year's holiday skins. Scavenging also does this, but has a much lower drop chance. Messengers Scrolls can also be obtained by bonding with familiars and a lot of other common site activities. Wind and neutral enemies in the coliseum may drop both Messengers Scrolls and, very rarely, festival chests. A set number of holiday skins are only available from Baldwin and the Treasure Marketplace.
In short, any holiday item from 2013 to 2015 are retired and only randomly available trough Roundsey's Raffle Roulette. All holiday items after that is available as a random drop from Joxar's Spare Inventory Crate. A selected few items are available every year for a long time period, and will after this become available from Joxar's Spare Inventory Crate. Any item available from Joxar's Spare Inventory Crates can also appear in Rounsey's Raffle Roulette, though this is very rare. You will have better luck buying them from other players.

You realise you have been reading trough the whole scrapbook, and that there are several blank pages left for future entries. For some reason you go to the very last page, and smile. There is a sheet of little gold stars and a photo og Steam, the Wind ambassador of the Windflower Clan. He is on the top of some mountain and winks to the camera he is probably holding himself. There are a few gold star stickers lining the selfie. Below the picture is another handwritten entry: Thank you for reading trough the whole journal!
