Culex's Kelp Beds farmers??
Lore idea: Kelp Beds, it would make sense that it would be the Fishspine Reef, the venue itself isn't dark enough to be in the Leviathan Trench, though I'm not sure how deep Kelp can actually grow. Also the bubble you fight in is the blessing of the windsinger, so it probably is close to his territory?
I do wonder how it works though, will it activate automatically whenever a dragons enters where the kelp beds are or do they pray to the windsinger for his blessing. Oh, or maybe in the area on the surface there is a small island with a kite or a stone or something where one could acquire the blessing. Maybe you go through a certain village/town/settlement before entering the kelp beds and there you can acquire the blessing like in the real world on some beaches you can rent scuba gear! Maybe it is even a beastclan settlement, like the maren turning a profit out of the problem of their shade touched cousins!
