PARR is a failed experiment by the CONSCIOUSNESS to create a more efficient powersource.

Due to s̗͉͍ͭ̑ͅa̛b̘͈̻̗̜̱̞̽̂̌ͦ͒ͮo̳̙̬̤͙̫̳͂̒ͫt͊̉̏̒̌҉͈̩̮̜͉̜a͋̆̊g̺̱̤ͭ͛ͩȇ̡͎̮̱̫̬ an oversight, the reactor within PARR become supercritical and proceeded to melt down, rendering PARR extremely radioactive and dangerous. Because of this, the powersource was confined to the reaches of the Exclusion Zone to prevent further contamination.

The cause of PARR's coolant valve failure remains unclear.
