A harried Cirrostratus dropped off a small lizard-like shape, splashed with colors and runes, in front of the Observatory before flapping off, muttering about brews. A kindly-looking pink and gray imperial ushered him into a queue of hatchlings with a few adults that led into one of the smaller entrances to the Observatory, while other exaltees shepherded the new arrivals into a line.

"It's procedure, little one. The Stormcatcher's records may be unrivaled, but we take pride in having each and every citizen registered." The little red-eyed bogsneak, christened Leviathan, gazed around in wonder at what he could see of the Observatory—far above, tiers and tiers of astronomers, archivists, and scientists hurried around, checking telescopes and delicate instruments, all glimpsed through dozens of polished-crystal windows that seemed to spiral up to the stars.

He waited for a day. Exaltees came by and distributed food to the line, now several clusters and gatherings, of dragons and hatchlings waiting to be registered. He spent that day watching the efficiency of the exaltees as they ushered dragons into buildings, doubtless marking down their numbers, names, and lineages. The dragons all came out with a faint pink glow and prideful expressions—they were officially aligned under the Arcanist, citizens of the Starfall Isles.

At last, his number was called, and he waddled in as quickly as his hatchling legs could carry him. The registry waiting room was sparse, with only a dozen or so other dragons lounging on various benches and cushions arranged around the walls, and several large, solid, wrought-iron doors leading off to presumably the archivists in charge of the census. Every few minutes, one set of doors would open, an an exaltee, usually spattered with ink, quill still in hand, would usher out a new citizen and call in the next to be registered.

He noticed one set of doors rarely opened. Granted, they seemed to be on a higher floor, up several flights of stairs, but they were similarly wrought. It was night, and suddenly the building seemed to rumble, but those doors finally opened.

A tatter-winged fae called out, "3356...33569539?"

Leviathan startled. "That's me!"

The fae looked down at him witheringly and whisper-hissed, evidently irritated despite the fae monotone, "Don't chatter, get up here." Two or three of the other doors cracked open, young exaltee assistants of assorted breeds peeking out in wonder.

Sighing at the thought of more walking, the little bogsneak trundled upwards, towards the irritated crest poking out from behind the large door and the claw motioning for him to hurry. When he got close enough, despite the fae being barely larger than him, the exaltee towed him inside, plopping him on a marble floor before flitting off to perch on a higher ledge with a few others, which were checking instruments and scratching down notes.

When he looked up, he was awed. It wasn't the sight of the clear star-streaked sky through the floor-to-ceiling crystal-glass windows, or the Arcane Sprites skittering busily around the room, tomes tucked under arms. It was his new many-limbed deity sitting, back to him, and gazing out the window.

He, like all the other hatchlings, had heard the stories of how the Arcanist had climbed the pillar in the hopes of touching the stars. Looking at the nebulous coils of this deity silhouetted so naturally against the interplay of galaxies in the dark, Leviathan wondered why he had ever come back. The Arcanist turned and regarded the hatchling emotionlessly.

"The 33569539th child born of the creations of myself and my brethren. A Leviathan." Leviathan was speechless as the spider-like deity advanced. "From which of my kin were you born?" The bogsneak's innocent red eyes widened in awe. "The Plaguebringer's, your Exaltedness."

The Arcanist sighed, and brushed one claw over the hatchling's brow, first right, then left. Deep blue tracts of galaxy flared over the smooth hide, and brilliant plumes of fuchsia flared and curled around his eyes. Reflected in that light, Leviathan's eyes looked as pink as that of any born and raised in the Isles. The Arcanist turned away.

"The seas are vast, but they have shores. The volcanoes are vast, but they too are edged in obsidian glass. The earth is vast, but eventually it falls before the oceans. The sky is perhaps the most vast of them all, but it too ends in trailing, gaseous wisps.

"Above all of it, beyond all of it, are the stars. Space. It has no boundaries, it answers to none. Over the Wasteland, over the Icefield, over the Expanse. Over all Sornieth hang the stars. May that be our realm, and may you seek solace in it wherever you go.

"Walk away as not only a denizen, but as one with Arcane's venerable Favor. When the stars rise at night, they will fall to you as well. Your mother Plague may have your days: I only ask for your loyalty, under a starlit sky."

All after that was a whirlwind. The fae ferried him out, shutting the door hastily. Cirrostratus met him outside, only shocked for a minute by his transformation, though reassured when it faded by dawn. The clan rippled with the news but settled back into a routine, now with one star-kissed more.

Leviathan grew into a deeply devout dragon, with a trinket or bone left on the Plaguebringer's shrine every morning and a bouquet of Starfall Blossoms and Peace Lilies on the Arcanist's altar every dusk. He took his vows of servitude to the Arcanist and a position as peacekeeper, mediating disputes and trade between clans from within and without the Isles. He is often seen poring over letters from the clan's exaltees, having taken a great interest in the going-ons of the Arcanist's army, despite having only once met the deity in person.
