Hair length/style; Hair + Skincolour clothing style - note, everything but the stripe is a dull grey. Stripe is white/silver.
Personality: ... she's a living puppet who's kept as a 'blank, programmable slate'. The key trait that remains is Rei is
intelligent.
Expression: For the most part, a puppet-like look to her face (ie a blank headtilt?). Her eyes seem to stare at nothing, but there is a hint of intelligence to her, possibly even a bit of sadness. She hasn't been wiped for a while, so she's likely got an intelligent look.
Any Specific Details: Nada?
(optional) Background shape color: Something that compliments her :D

The hair color would be mainly white with the platinum and goldenrod of her secondary and tertiary mixed in. She's got a heartshaped face and has a delicate bone structure.
Personality: she's a proud sort almost snobbish.
Expression: She's adept at hiding her true emotions her default expression is a slight sneer.
Any Specific Details: She's likely to wear tasteful make up (some gold eyeliner, some tinted lip gloss) and jewelry
