It's a traveling achievement - you can get it by random, if you're very, very lucky. Then you'll lose it and someone else gets it.

It's not random. It's awarded by the staff to an individual they think has had a significant, positive impact on the site. I've heard that things like keeping a cool head and defusing arguments can contribute to being awarded it.

The player who introduced the concept of the Legacy Challenge had it for a while, and I believe it was also given to someone who discreetly reported a severe exploit in FR's code a while back. No idea who has it now. But yeah, you have to do something pretty exceptional to earn it, you don't become the Best Around for nothing!
