Been there, had to politely ask them to choose a different dragon. If they don't want to, I'd suggest refunding if they already paid you or dropping the commission.

If they're understanding enough, they'll pick a different dragon. To avoid this, I always ask to limit apparel - including jewelry to 3 items and no complicated skins or accents - which I deem if they are complicated or not.

It's a small complication but it helps. You enjoy your commission and the user will enjoy the results!

@Keestal I actually offered to do it for free since i'm updating my examples rn, and they did say I could draw another one but they really wanted me to do this one... so i'd at least like to try, but i'm just looking at this skin and am like.... what even is this

I think the original lineart may be interfering with the skin a little too much or something, but i'm not really sure lol

Hm... looks like the skin is mainly a sort of armor addition to the dragon. You could always discuss with the commissioner and ask them whether or not it would be okay to leave the skin out, or raise the price for including such a complex, fullbody skin (which a lot of commission artists do, since some of them are... especially hard to draw well).

I know, I should just draw the other one they mentioned, they just seemed really excited about getting art for that one so I didn't wanna disappoint them. And since i'm doing it to make more examples for my shop I should really do something I know I can do well.
