Floating scales? An illusion let off by the skin? Magic?

Well, I'm probably going to say that the 'bugs' are little conglomerations of a dragon's magic, just kinda floating around them. So only really strong, or at least decently talented, mages could make these on their own and naturally have the Firefly gene, but a dragon that naturally has it can give it to others (gene scrolls explained pretty much) by doing to another dragon's magic what they did to their own; pulling a little bit of it out of their body into semi-sentient little magic bug things.

I see it as an aura that just flys around a dragon. Its going to be hard to find dragon I own that can work with the gene.

ohhh I really like that idea... makes me want this gene even more for fun lore purposes! Just... need to find a dragon that makes it work lol

mostly i'd probably go with an "ambient magic" theory, but it could maybe be small spirits! perhaps a dragon with Firefly can task them to do things like go spy or eavesdrop :D
