I've been going for about an hour or two in the waterway. I've found three so far, too.
They seem satisfyingly common enough to really get a good number!

I've gotten about 5 or so.

I got one from the first battle once I entered to Volcanic Vents.

I've gotten none from all of the grinding I've done. I know they drop in the venue I've been in, though, so my luck is simply awful.
