I wouldn't even bother...the chance of getting primal means you probably wouldn't get it even if you wasted them all on your favorite.
On the other hand if you just want them to have the new eyes? Wait until they come out with more as there are sure to be some in the T market place you can save up for to give to them ;P Save the scattersights for when you need to make a quick buck.

Just save the vials and scalp them later. Seriously the rng for them sucks but if you hold on to them for a while they might release eyes you like later and you can just buy them with your profits.
