I think the official canon lore is that a dragon takes a scroll of whichever gene they want, reads whatever's written on it, and they get the gene and the scroll disintegrates.

I think it’s been said by staff that gene scrolls and the like aren’t canon in the universe, and just serve as a method of customization for players. (I think.)
But me, personally, I like to think that dragons enjoy getting new genes. Almost like a cosmetic surgery, but with magic instead of scalpels! Since it’s a scroll, I like to think that either a) the dragon who wants the gene has to read the scroll for it to take effect or b) the dragon who wants the gene has to say the words written on the scroll for it to take effect.
It is fun to think about! What isn’t fun to think about though is what happens to dragons when they’re exalted..

My headcanon is that all dragons are magical constructs made by the gods and don't have to bother with the rules of biology.
Considering they're made of magic, they can be molded freely into what they want, which allows for gene and breed change scrolls.

There's lore for Baldwin's transformation, but as far as I know not anybody else. But because the bogsneak was a new breed and an alchemy related thing, I don't think it would count for any of the others.
