Feels weird that they’re apparel. I mean, that’d be a pretty tiny gene if it were one and people probably wouldn’t be all too pleased with it should it be one, but part of it seems weird.
I mean, I could totally imagine it to be similar to nail polish or something - just nail polish so fiercely iridescent it looks like it’s actually glowing - and that way it can come off relatively easily with time, but I think there are some more fun headcanon out there..
For example, while in the egg, a hatchling’s magic levels were measured and are found to be uncannily high. Their parents are even more excited for them to hatch because, oh goodness, their kid is going to be super magical and all that. Then it hatches and it turns out to be able to do nothing but make its claws blink weird colours on command.
Their kid’s “uncannily high” magic levels caused it to hatch knowing how to do a little party trick.

Well, when I started following a FR blog on tumblr, (before I actually knew what flight rising was or how it worked) I saw one of their dragons with glowing claw tips and saw the description said "softly glowing nails are the mark of an alchemist who has dipped their claws into their cauldron one too many times" and I thought it was like... a buff or a special trait that could be applied to dragons with a high level alchemy skill
And then I joined and found out the truth and now it's just nail polish... the blue ones could totally be made using glowshrooms

You could use them in your lore any way you want; it doesn't matter if they're apparel or a gene!
I see them as sometimes glowing nail polish, a magical sign, or just strangely glowy claws.

Kind of a weakness in the end, but I kinda see it like the dragon (highly adept in magic by the way) with the clawtips is slowly losing control of their temper. Like "Oh snap, now you've done it Joe. Frank's gonna lose it! See those claws?! Do you know what that means?!" "What do the claws mean?" "You don't want to know." XD

Glowing claw tips are a reaction from a special kind of nail polish made from glow in the dark fish, and when they come in contact with a dragons claws they start glowing. Just that. That’s it. A pretty nail polish.
