It legit makes me wonder if they may have had 6 legs but the third pair evolved into wings.
Or maybe they can balance on them/walk with them?

Looking at the lore, they don't use their wings for flight, but like another pair of limbs.
The encyclopedia says "Gaoler dragons have stunted, powerful wings that are used to assist in digging, climbing, and battle rather than flight."
