I have a gem banker of sorts, I suppose I imagine they get a stipend from the lair and borrow more if they need it.

Each dragon has their own treasure that they can spend on however they want. Gems on the other hand, must be stored in the clans vault for safekeeping as they are used for major clan-wide purchases. If a dragon wants to withdraw gems to make a purchase, they first have to get it approved by a higher ranking clan member and must replace the spent gems.

I treat treasure and gold as gameplay abstractions. i haven't thought about it much honestly but I think lorewise my clan is basically a commune and barters goods and services with outsiders as necessary.

The "wealth" of a dragon is dependent on their clan, treasure/gems are stored as a collective family and individual dragons do not bear nearly as many gems, nor treasure. Basically, a clan may be rich, but a single dragon traditionally doesn't carry much for personal use - personal purchases are on the behalf of the clan, granted permission to use the stored treasure by the respective leader, or for some clans, no permission is necessary; it isn't uncommon for clans to encourage clan members to keep their own stash.
Basically, I view dragons are an extremely social species (well, most of them) that work and function as a group, collaborating and benefiting the clan and themselves - I suppose it's comparable to a lion pride hierarchy in a sense, but far more civilized.
My clan specifically falls into the first category.
Limits tend to be, well, limited to collective efforts and otherwise a dragon has a life outside of their clan; gathering, battling, and finances/earning are the only 'unit' activities and dragons will attend events, set up and maintain personal store, etc. without clan influence.
Dragons can and do, however, have personal hoards. Except Gaolers. Well, not sentimental hoards, anyway.
