It being tradition for the celebrating flight to have dom during their festival. It’s not enforced by the game itself, it’s just a mass understanding between thousands of users that as a sign of respect, non-celebrating flights will chill a little on exalting the week before a festival so the celebrating flight gets guaranteed benefits on their week.
Most of the time newbies don’t even need to be told this, it’s just. An understanding that gets absorbed somehow.
