Well, think about bird feet. They can hold stuff with their toes, due to the front-facing back toe, and with humans, we can kind of walk on our hands. I imagine that it's fairly plausible that Pearlcatchers can both walk and grab with all four paws!

With how important their pearls are to them, it makes sense that they would be able to grab it with all 4 of their limbs. Some good design on the part of Lightweaver.

No, if they have a thigh, knees and ankles, the femur, fibula, tibia, tarsal and metatarsal bones, they are legs. If they have forearms, lower arms, wrists and hands, humerus, ulna, radius, carpal and metacarpal bones, they are arms. Same goes for any vertebrate animal from Earth. Front limbs are arms, hind limbs are legs. Dragons belong to a different phylum of vertebrates of Sornieth that features two pairs of arms (arms for walking/holding/other and wings), and a pair of legs. It's just that there are animals who have opposable thumbs and opposable fingers and toes. It appears that Pearlcatchers have opposable index toes which they use to grab things.
The ability to hold things does not turn something into a hand nor does the ability to use something for walking or standing turn something into a leg. If I forced a human to stand on their hands, would they become feet? If I forced a human to use only their feet for holding stuff, would that turn their feet into hands? Nah.

Don't you ever grab a peace of clothing with your feet when you accidentally drop it and are too lazy to pend or crouch? And imagine how easy it your be to live if you could just hold something with your foot and use both your hands
