You don't use it from your hoard, you use it in the Coliseum. Put the dragon you'd like to reset the stats of into your party, then go to Abilities & Stats. Click on the dragon as if you were going to redistribute their stats, and you should see a little Tincture icon in the top right of the stats window. Apply it, close that window, and open it again, and your dragon's points will be refunded and set to 5.
However, if this isn't working, we need more details to figure out what's wrong.

@Frid It's something you activate from the "Abilities and Stats" button in the Coli. Go to where you allocate stat points. There should be a button in the top right corner that looks like a Tincture.
