@Cay depends. did you get an error from the system along the lines of "You must wait before sending messages," or if you check their profile, does it prevent you from commenting on their userpage?
if the former, it's not a block, just the site spam filter algorithm kicking in. you'll be able to send messages again soon. if the latter, then that's a block. could be intentional, could be accidental.
