Like breeding them does Glowing bred to another Glowing=100% glowing eyes or is it random.

Eye types are completely random, but only natural eye types. Unnatural eye types can only be applied to a dragon through it's vial. Unnatural eyes are Dark Sclera, Swirl, Glowing and Innocent, all 4 will never show up when being bred. Every other eye type are considered natural and, as I said, have a completely random chance to show up when bred, and the parent eye types have no control over the percentages. Here's a guide.

Eyes are not inheritable, so you can't breed for them. Natural eye types (common -> rare, faceted, primal, multigaze, goat) show up randomly when breeding, with the latter four being pretty rare. Other eye types with vials can only be acquired by applying the vial to a dragon.
Goat also technically has a vial, but only two were given out to people who picked them up from Galore at the time and they are now retired. Also, they're clanbound, so you won't find them on the AH and if you want to buy them you have to trust someone enough to send them your dragon, have them apply it, and have them send it back.
