Is a dragon's displayed hatch day according to FR time zones or my time zone?

I'm trying to work out a semi-reliable way to determine if a hatchling that is 4 days old will bump up to 5 days old and thus grow up at rollover.

Dragons grow up immediately after their sixth rollover. You can find out when a dragon will grow up by adding six days to the dragon's listed hatchdate. So a dragon born on October 7th will be an adult on October 13th, at 00:30 site time; a dragon born on October 30th will be an adult on November 5th; and so on.
