I can modify the aspects of any unretired accent, including color and minor design changes (you may choose to remove, add, or change design elements). The price for a simple recolor without any design changes starts at the cost of a blueprint and 500 gems (1500 total). A recolor with design changes all start at the cost of a blueprint and 1000 gems (2000+ total) and may be increased depending on how extensive the design changes are. However, due to the fact that I'm slow at designing accents, and also am quite busy in real life, these may only be open for certain times of the year (i.e. when I'm out of school).
