Exactly what it says on the tin - a contest to design a forum vista, like the current skin/accent contests. iirc the admins have said before that they plan to have more vistas available anyway, and if the community is able to make them for contests then obviously that frees up time for the artists (since picking winners obviously takes less time than thinking up and producing multiple vistas) as well as offering a different kind of contest for people to get involved in.
If there were multiple contests, they could be linked to the festivals like the skin/accent contests, or just unrelated general or themed contests!
