I think that if a player owns both of the parents to a unnamed exalted dragon, they should be able to give the dragon a name. Players shouldn't be able to rename exalts that already have names still, but I think being able to give unnamed exalts names would be nice.
It can be kinda sad and annoying to look through a dragon's lineage and see some "unnamed" pop up in the list, and I don't see much harm in allowing players who own both of the exalt's parents to fix that.
As for needing both parents and not just one, I feel it's a better balance. Plus, the owner of the other parent may not like/appreciate the name chosen. So I feel owning both parents is a fair requirement for getting to name unnamed exalts.
Edit: Found out about
this thread. In short, the idea presented there is for the "name change" to appear only on your profile, and not to actually change the dragon's name within the game. It's admittedly a much better idea than what I suggested, so I'd say support that idea/thread rather than this one.
Edit 2: A lot of people are pointing out "but when you sell it you no longer own it, thus you have no rights to it." which is entirely true. Part of the reason I suggested this idea was that I was in the belief that once you exalt a dragon and it goes pass your chance to recover it, you no longer own it or have rights to it either. Therefore, a "mock" ownership (good only for giving the unnamed exalt a name) would be given to whoever owns both parents, otherwise no one owns the dragon. It seems most people disagree with this idea though.
Still, I've already mentioned the other thread that has a much better solution to this problem. After finding it, I agree with it's ideas more than what I have written down here.

There is nothing wrong with unnamed exalts. Creating such a mechanism would be the site acknowledging and agreeing that there is something inherently different about unnamed exalts.
Honestly, if you own both parents, you should have named the offspring before you sold them or exalted them yourself. Of course, as a newbie, you might not realize that, but it still shouldn't be treated differently.

Support ONLY if they are the one that exalted it.

Sorry, this is a very unpopular suggestion.
For one, what about people who own the children? Don't they get a say? The person who exalted that dragon might have use it in their lore, and wanted it exalted unnamed.
Frankly, you sold the dragon unnamed, and therefore didn't care enough to give it a name while you still had it, so I don't see why you should retain rights to name it after you sell it. No matter how many parents you own, or how many generations back it goes.
This would set a dangerous loophole in the entire 'not your lair, not your dragon' (and dragons that are exalted follow the exalter's lair, so they still technically belong to them) stance.
Plus, why is unnamed any worse than Fartsniffer, or asdklfj or HEYLOOKATME? So why should people who are bothered by unnamed be able to 'fix' that on their offspring lists, while people who are bothered by spider breeds or dog breeds not be able to fix that (especially when those could be because of phobias and not just general dislike?)

I'd support this, not based on ownership of parents, but based on who exalted the dragon. If you exalted the dragon, you could rename it. It could be handled like the un-exalt feature, and you have 14 days to do it or something.
No support ever for renaming other people's dragons. If you didn't exalt it, it's not your dragon.

We'd be ok with the person who exalted the dragon being able to name it, but not anyone who doesn't actually own the dragon.
Why should it just apply to unnamed dragons? What about nonsense or spammy, all caps stuff? Why is Unnamed worse than AHHHHHHHhhhHHHHH?

A fodder dragon in my lair got named "Birdbird" by the randomizer - is that really better than "unnamed"?
If you dislike unnamed dragons in your offspring list, name them before you sell them. Problem solved.
I can support the exalter renaming exaltees, but I am honestly not a fan of it as it still feels like its making unnamed dragons out to be a "bad" thing that needs a fix.

Also, since it was brought up, I do support the person who exalted the dragon (and ONLY that person) being able to rename (not just name an unnamed) a dragon. IE, if you accidentally named your dragon theif instead of thief, but didn't catch it in time, you could rename it (for a fee), same as if you exalted a dragon unnamed you could then name that dragon.
However, I do think that this would need updated rules on what constitutes harassment and whether it is okay or not to PM an exalted to name a dragon.

Jemadar when you exalt a dragon, it's gone from your lair. Even if you owned the dragon, there is no way to see said dragon again. The only way to see the exalt again is by the legacy links, available only to the dragons parents/children. Thus it wouldn't really effect whoever exalted them.
And to answer your's and @
SeaCrest 's second points; the idea mainly came from an event in where I sold a dragon to another player via CR, and they requested the dragon be unnamed because they planed on them being a lore dragon and wanted to chose their name... only for the dragon to be exalted a few weeks latter, still left nameless. Weather they were being malicious or simply forgot, I can't tell, but being able to fix it would be nice.
Also, Jemadar, I noticed the "don't like unnamed dragons?" link in your sig. I do think that the thread provides a much more elegant solution to the issue, so I'll probably edit my post to include a link to that. It does make more sense for a name change of this nature to appear only on your profile.

If the person that exalted the dragon could name it then maybe, since the game still registers the dragon as belonging to the person who exalted it (yes, even when the restoration time limit is up, the dragon is STILL connected to the account it was exalted from and therefore still belongs to that person), but then again it may open up another avenue for harassment and people could start demanding whoever exalted the dragon to name/rename it if the dragon is kept around just long enough for the seller to see who bought it.
Absolutely no support for renaming dragons that you did not exalt yourself, just because you have the parents doesn't give you any right to control what other people do with their offspring if you sell them. Once a dragon leaves your lair, it's none of your business what the new owner chooses to do with it so if unnamed exalts bother you, please consider naming your dragon's offspring before you sell or give them away.
