One of three Captains of the Guard, Vaar'ika commands the Guard legion within the city proper. She is unabashedly power-hungry, and she's willing to do whatever it takes to keep herself at the top. She has survived decades of political maneuvering and, according to rumor, at least one assassination attempt. When her predecessor died - under mysterious circumstances, the gossips whispered - she made sure she led the investigation, and the case quickly went cold.

It's an open secret, in the right circles, that Vaar'ika uses her position to enrich herself. For the right price, she'll turn a blind eye to anything. Most members of her legion are unaware of her flexible approach to law enforcement. To safeguard her secrets she keeps an inner circle of like-minded lieutenants close to her at all times, but her paranoia and suspicious nature make being a member of that circle a perilous position. Recently, Vaar'ika has taken to shutting herself in her offices and delegating most of her duties to these lieutenants, leading to uncertainty and gossip within the ranks.
