Nehkbet is one of the children of the Clan of the White Tower's Matriarch, and as such, she is expected to hold to a certain standard of ferocity and fair leadership. The Matriarch sends her children to other clans in exchange for wards of similar status in order to secure alliances in the growing fight against the Beastclans and the ever-looming Shade. How Nehkbet grows and develops and the dragon they become--that is largely up to their care and training with their new clans.
