Hi! I was putting some Lemongrass Tail Feathers onto one of my female Imperials (who had Forest Green Tail Wraps already equipped) and the Tail Wraps were showing that they were still around the tail, not the feathers. It looks very odd and i would really like to see it fixed. Thanks!!

Tzhat is not a bug just the way apparel works. Making every piece of apparel compatible with every other apparel combination is quite frankly impossible.
You can layer apparel though to archive a better effect. To do that click and dragon an apparelpiece up and down in the list.

If you click and drag any apparel on the right you can reorder the way those items layer. So if you put the Feathers above the tail wraps it will look correct.

You need to move the wrap below the tail feathers when you're equipping/moving apparel.

Try moving, if you haven't, the tail feathers to the very top of the list. I have found the dragon in question, and it looks like there is some clipping issues, but not being able to see where everything is in relation to each other means I can't help you more.
I would try it myself, but I don't think I have any tail feathers, let me do a quick run and see if I have some

Okay, I don't have the tail feathers, but I do have a white wooly tail, and when I layer the wooly tail below the wraps, I get the same type of image I see on your dragon. When I move them up, I get what I would expect to see.
Let me get some images to show you, will be a second
