Mine stays between 98 and 100% and I have yet to ever receive a gem......

You won't get a message; the gem is simply added to your gems on hand count.
If you want to see that you're getting the daily gem, the easiest method would be depositing all your gems in the vault before rollover. That way, 1 gem after rollover instead of 0 should be obvious.
