So correct me if I'm wrong, but I seem to remember that at Fiona you're not supposed to get familiars to bond with if you're at the awakened level with them. I am at awakened with the bucktooth, so it is a bug that it showed up or no?

It's normal to get awakened familiars at Fiona. It's only a higher chance of non-awakened familiars, not a guarantee.
