The first thing that popped into my head was jewelry-makers/sellers. Pearls, pretty shells, abalone, and so on.

I give all my dragons water-related skins and accents :D It makes them all feel water-themed without being all being the same (at least, that's how it feels to me). You could have fishermen, divers, water scholars... all kinds of water things that aren't pirates [emoji=ridgeback happy size=2]
