You can get the scatterscroll either in the gem marketplace for 350g under the speciality tab. Or in the Auction house. Sometimes for treasure, sometimes for gems. Gem prices tend to be a bit higher there though but for treasure it's usually around just above 400k.
I'm working on this dude atm, he was hatched for my 5th anniversary but hasn't had any colors I've liked so far. The journey is documented in his bio xD

Just make sure you're prepared for a lengthy journey! Scattering can be extremely fun (and addicting in my case) but it can also be very expensive. One of my more infamous scatter projects was this boy:
