Swirl eyes work best on Spirals on most other breeds the eyes are too small to truly appreciate, the exception being permababies.

For example this boi here Henhowl, he has fire swirly eyes which is in my opinion not the best color for swirl (due to the lack of contrast), but lore-wise Swirl is a perfect match for him
