Oza is Japanese for ‘throne’ (according to Word Hippo) and a Throne is a class of angelic being that is said to be very strange looking, much like your dragon here.
Shihai means ‘dominion’ which is another angelic class although those are supposed to be more humanoid
You could also call him Arco, which is part of the Spanish word for rainbow (arco iris)
