of course it’s super expensive and there’s not guarantee of primal eyes coming up, so should I just give her innocent and call it a day? or should i go for it and scattersight her until primal?

Primal would be absolutely amazing on her, but if you don't have a huge cache of Scattersights already, I think Innocent would be a more logical choice. Besides it matches her colors even better, and Innocent looks best on hatchlings. <3

i actually love the way innocent looks! plus it might take an ungodly amount of scattersights to achieve primal - i'd personally stick with innocent! she's absolutely adorable by the way!
