A word of explanation, before we begin.
Sometimes, I either stay up very late at night, or get up very early in the morning, go to the computer and play around on Flight Rising. When I do, there's a chance of my dragon brain (lizard brain, for this game) escaping my conscious control and running wild, and then things like this happen:

Gloria is something of an obscure reference, though she is not a fandragon. I guess I was going for a kind of cross between an actual, practicing, spell-casting witch and a hippie flower child from the late 60s, so if she looks like that to you, then you're right (I think!) I just threw all the apparel from my hoard that I thought looked "cool" onto her; now I want to know what other people think.
So...just what it says in the title. Opinions of Gloria, her genes, outfit, anything about her, and any opinions at all. I have a thick skin, and can take criticism. Do you love her? Tell me. Do you hate her? Tell me. Do you not care about her one way or the other? That's perfectly okay, feel free to skip. (Though in the case of negative reviews, please give reasons, as one-word comments like "Ewww!" and "Ugly!" are not what I'm after.)
Well, I think that's enough to go on. Let's see what comes of this little experiment!

I like her! The blues in her fade/blend combo are cute, and I really enjoy the greens that the fortune teller's deck brings to the table.
Her outfit as a whole is kind of patchwork, but I don't think that's a bad thing here; she feels very...unconcerned by what others might think of her.

I believe you hit the nail on the head--"Unconcerned" could be Gloria's middle name, except that would be over the character limit. [emoji=guardian laughing size=1]

Personally, she’s not my aesthetic, but she is funky and definitely fits what you were going for! 10/10

This aesthetic is not to my taste in general; further comments will be about how well she executes that aesthetic.
This design is way more "ordinary" and less "fantastic" than most "witchy" designs I see around here, and I like that about it. It also has good color balance. If you had described the colors to me with words only, I would have said "that will never work", but it does. The muted colors of the vest and skirt help.
It's ever-so-slightly busy (by my standards), but take one item away and the whole thing changes, so you probably shouldn't do anything about that. If this were a free-form character design, you might want to cut back on some of the details in individual items, but you can't do that here.
I love how the rings' swirly thing ends at the wing bangles, as if it's attached there.
