Finally a venue other than Arena that has similar chances. My level 25's make the Waterway a bit more lovable to me. I do think i'll go to Bamboo Falls instead, though, because those enemies are even weaker. Can't wait for this Greenskee- er, Starfall! ;D

Never forget

I mean, I think it's important to remember that despite the number of elemental mobs, the chance they appear might be different. For example, the carmine serthis in bamboo falls rarely appears (although tengu & dreameaters seem to appear fairly often). Just saying. Guess we'll see.

Yeah, what @Clocks said is important. Encounter chance is really more important than enemy density. It doesn't matter how many enemies of a type there are in a zone if they rarely spawn.

Looking at Encounter Chance -

Training Fields: Neutral 14%, Arcane 11%
Woodland Path: Neutral 20%, Arcane 14%
Scorched Forest: Neutral 21%, Arcane 11%
Sandswept Delta: Neutral 13%, Arcane 16%
Forgotten Cave: Neutral 17%, Arcane 8%
Bamboo Falls: Neutral 21%, Arcane 21%
Waterway: Neutral 17%, Arcane 37%
Arena: Neutral 50%, Arcane 0%
Boreal Wood: Neutral 12%, Arcane 12%
Harpy's Roost: Neutral 7%, Arcane 11%
Mire: Neutral 12%, Arcane 12%
Kelp Beds: Neutral 22%, Arcane 28%.

So with that, I'd put the best zones at Waterway, Kelp Beds, with Arena and Bamboo Falls about tying for third, when you take into account the chances of getting currency from neutral vs. Arcane mobs. Since there's a better chance of drops at higher levels, I'd go with Kelp Beds if you have a level 25 team capable of farming there.
