where does it come from and how do dragons get it?

There are goats, so maybe? Maybe milk isn't something that dragons are interested in eating, they aren't mammals after all.

We have raptorik herders, so... Its likely the beastclans have livestock in some form. So, its likely that they have some form of milk creating mammal
