Bosses came long after I had levelled a bunch of dragons to 25 and assigned stats so I mostly do it with trainers now. One time I was feeling adventurous and wanted to level a team from the start and I managed to do it by staying in venues without bosses until I didn't get any more XP

I got one of my dragons leveled for me by a good friend and then I could use her to get my other dragons up. I suggest, buy stones first then pay to get 1 dragon up and then do the rest yourself.
Do be careful when choosing builds to pick one where only 1 trainer is needed (I suggest a KelpBeds or More build)

No mages. Adding a mage to your party nearly doubles the time it takes. If hp is an issue add Sap to your fighters.
Fastest is a trio statted to Culex's guide and skipping various venues along the way. Berserkers at L17 is miraculous and from there it's all downhill for me. If Eliminate were cheaper I'd do this with all the dragons I want to level up instead of tossing them in with a double fodder trainer and an exalt. I prefer leveling through the venues but it turns out I like my fake dragon money more so I live in the Mire. I see venues below the Boreal Woods only when I'm grinding.

Yeah, I remember it being awfully slow before bosses were introduced, though I put eliminate on later than the earliest possible. I've tried 1->7 teams to see if I wanted to do it again, and so far that hasn't enticed me. Also, all my permas are 7+ now, so I can't actually start at 1 without getting new dragons.
Then again, there were some 2 level venues split up, so there are some options to skip a "bad" venue.

I do it about once a year just to remind myself why I don't do that.

It's slower, but it can be more interesting and you get to see venues other than your fodder-raising one of choice, haha.
Scorched Forest has always been terrible for the level you're 'supposed' to do it at. It's even worse now than it used to be. Skip it entirely if you can LOL.
