They're somewhat common because certain combos for those first two colors tend to be popular (you're way more likely to pick white/white or obsidian/crimson than brown/royal) and progens only pull from the original... 66? 68? colors. Since there's only eleven elements and four starter breeds, you're eventually going to find some duplicates.
It's also fairly possible to find pre-colorwheel-expansion g1 twins (I have a pair!) for that reason, but post-colorwheel is a real challenge.

Out of curiosity I wanted to see if there were any other progens that had the same colors as my random progen (his original colors, before I spent a truckload of gems scattering him, sigh). There's 5 progens with the same colors, and one of them was made on the same day I signed up, even the same breed my random progen was too. And only about 1,000 apart in ID numbers. Pretty wild.
