If not in the Auction House, there is a Accent Trading Hub thread. If lucky, someone may sell the exact Accent or Skin that you are looking. You can post there as well whether you are selling and/or purchasing.

I've found that searching for the skin ID in the forum search usually brings up the best results; sometimes you get dragons in your search, but those are easy to scroll by.

You can just browse it too and see if you find it. Many players post there frequently. If you do want to post in the thread, you can post it like this for example.

@yiinji You might also want to create a "Looking for" thread for that particular accent. Include the skin you're looking for, plus stuff you'd be willing to pay/trade for it.
And keep the thread bumped -- it doesn't have to be every day; every few days or so is fine. I had people see my own thread and keep it bumped, and one of those folks eventually directed me to the retired UM I'd been hunting for.
You might also want to link to that thread in your sig or bio so more people can see it. Best of luck! It might take a while (it took me over a year to get the skin I wanted), but there's always hope!
