They evolved in the Scarred Wasteland. I imagine that a sense of smell could actually be a disadvantage in a place like that.

they have their tongues out and mouths open in all official art. maybe they breathe and smell through their glottis and tongue, like a noseless snake. Snakes have no trouble breathing and eating so long as their glottis isn't blocked (in fact, most eyeless snakes are also missing their noses and live just fine smelling and feeling instead of seeing. their eyesight isn't great to begin with and losing it is not a huge problem), i think mutant plague dragons could do the same.

Technically, they could be like platyhelminthes, the flat worms/hammer head worms. The hammer head worm has a crest on each side of its head called an auricle. Unlike hammer head sharks, the eyes of the worm are usually near the center of its face, not on the crests. The crests function as the worm’s chemoreceptor organs, like a nose/tongue.
As for why?
No sand up nose
No meat up nose
No annoying gnats in there either
