I guess it could just be more like a ladder? The Shadow breeds aren't really that big, might as well just clamber up something.
Alternatively, it looks a little like it's set up more like somewhere you can sit down. Little breeds can sit on those sets.

I support this theory. The space on either side of it looks like it could be seating for larger dragons, so it would make sense that the land of Veils would also have options for people who don't need as much room.

I feel like it'd just feel similar to climbing a ladder. Might be problematic for bigger breeds or breeds with bigger limbs, but Nocturnes specifically wouldn't have much of an issue I think because their front legs are quite short.
I know it's prolly just a lil art screw-up but nah. These are just stairs for Nocturnes and Nocturnes only.
