Soooooo, lightning primals? they are electric, riiiiight.......so, if you give a lighting dragon a primal, are you sticking rods into their eyes and turning up the power up? I would write something about this, but it is not in TOS with the gore department soo....

I like to think that some of the primal eyes- like lightning, ice or fire- is just like a short glimpse of elemental energy when the dragons blink. It doesn’t work for every primal but that’s what I think of the ones it does work on.
I feel like some of the primal eyes aren't always like that. Otherwise how would the dragon see? Or like, how comfortable/practical would it be *stares at water primals*
Now Plague, Earth, Nature, and maybe Arcane's are probably always like shown.
I say maybe to Arcane because maybe the rune on their head can glow on/off depending on if they're using their magic
But the ones with stuff coming out of the eyes like Shadow, Water, Lightning, Ice, Wind, Light, and Fire... Well, imo they'd activate when using magic, maybe specifically magic attacks, or when the dragon is riled up. They could also just likely activate them whenever they wanted but I highly doubt keeping them like that all the time would be beneficial to everyday life.

We animals create electricity simply by movement, this isn't really that odd, some animals are even specialised in controling electricity. Electric eels can produce high voltage electricity through their special organs and even control their prey's body through highly advanced electric charges, preventing them from escaping. I wonder how high the voltage needs to be to create bolts of lightning. Unfortunately, I am not specialised in that sort of stuff

Primal is just an indication in increased magic capacity and capabilities. Not everything is super gory, geez. They’ve just become permanent super saiyan whatever dbz is up to these days.
