Maybe we could argue that in dragon high-society, the more noise your jewelry makes when you move, the more "high class" you're considered. They look down on those who don't make enough noise to announce their presence without having to speak, and think it's rude to speak without announcing yourself or to be so quiet you end up scaring someone.
